Where no front clearance or setback lines have been established, no building shall be erected within twenty-five feet of the front boundary line of the lot upon which such structure shall be erected. In the event front clearances or a setback line has been created by an earlier covenant and/or plan of the subdivision in which such lots are situated, the earlier front clearance or setback line limitation shall govern; provided, further, that for good cause shown, the owner of the property upon which such structure is to be erected may apply to Council for an adjustment in such front clearance or setback line limitation.
