There is hereby levied and shall be collected a charge against residential users of municipal services and commercial and industrial establishments which use municipal services situated within the City of Paden City for the special purpose of street improvements and maintenance including, but not limited to, street resurfacing, street repairs, equipment, materials and street signs. The charges for such service shall be at the following rates for each single family unit residence, per unit, and for each multiple-family dwelling or apartment house, per each residential unit or apartment, whether or not occupied, and for each commercial and industrial establishment.
