The Recorder, hereinafter sometimes called “Collector” shall proceed forthwith to ascertain the users and shall apportion the cost among them equally, save that each user in respect of a hotel, boarding house, private club, grocery store, confectionary and restaurant, shall be apportioned treble that to each such user in respect of a household. The Collector shall prepare a role showing the users and their respective apportionments, that is, assessments, which will remain on file in his office and be subject to public inspection.
