(a) Such service shall be rendered to all households, hotels, boarding houses, private clubs, grocery stores, confectionaries, and restaurants within the Town. The users of the service are declared to be the occupiers of such households, hotels, boarding houses, private clubs, grocery stores, confectionaries and restaurants, whether as owners or tenants.
(b) Each householder and the keeper of each boarding house, private club, grocery store, confectionary, hotel and restaurant within the Town shall provide and maintain a metal or synthetic, comparable to metal container with sufficient lid, regulation capacity twenty gallon or less, where in shall be placed all garbage from their households, hotels, and boarding houses, private clubs, grocery stores, confectionaries, and restaurants; all wet garbage must be properly wrapped in paper before it is placed in the garbage container and on collection day keep such container accessible to those engaged by the authorities of the Town in rendition of such service; and the garbage shall not be otherwise disposed of within the Town save by special permission of Council, transported over the public street, alleys or ways of the Town.
