All connections with, and openings in, any sewer or drain shall be made by persons authorized and approved by the Mayor. A connection fee of four hundred dollars ($400.00) will require the utility to furnish and install a sewer tap and a sewer lateral from the sewer main to the edge of the customer’s property line. The fee of four hundred dollars ($400.00) will be collected at the time of issuing a permit.
