920.04 ACTIVE WATER AND/OR SEWER REQUIRED FOR OCCUPIED DWELLINGS.

(a) No person shall reside within any dwelling used for human habitation, or any building used for human habitation, without having active City water and/or sanitary sewer service as well as all other City services that are applicable. In the event water service is stopped due to non-payment or non-compliance all other City utilities will continue and be billed as per usual.
