(a) No person with intent to defraud shall procure, make or cause to be made, any pipe or other conduit and connect the same, or cause to be connected, to the water and/or sewer services of the City, in such a manner as to obtain these services and to evade payment thereof.
(b) No person with intent to defraud shall procure, make or cause to be made, any pipe or other conduit and connect the same, or cause to be connected, to the water and/or sewer services of the City, in such a manner as to assist others to obtain these services and to evade payment thereof.
