No person, firm, or corporation shall perform or cause to be performed any excavation using motor driven equipment within the Municipality until each person, firm or corporation shall have filed a certificate with the Recorder showing that such person, firm or corporation has liability insurance sufficient to cover the costs of any damage which may result from such excavation.
