Prior to beginning performance of any contract or agreement all contractors who work within the Municipality shall henceforth provide, as the public interest directs as determined by the City Engineer, to the Recorder:
(a) Performance bonds.
(b) Certificates or other documentary evidence of public liability coverage or insurance.
(c) Certificates or other documentary evidence of property damage coverage or insurance, and
(d) Evidence of coverage by Workmen’s Compensation or similar workmen’s insurance.
