For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
(a) “Applicant” means any person making written application to the Recorder for an excavation permit hereunder.
(b) “Excavation work” means the excavation and other work permitted under an excavation permit and required to be performed under this article.
(c) “Permittee” means any person who has been granted and has in full force and effect an excavation permit issued hereunder.
(d) “Street” means any street, highway, sidewalk, alley, avenue or other public way or public ground in the Town.
(e) “Earth material” means any rock, natural soil or fill and/or any combination thereof.
(f) “Excavation” means the mechanical removal of earth material.
(g) “Grading” means any excavating or filling or combination thereof.
(h) “Person” means any person, persons, partnership, business or corporation.
