(a) Alcoholic liquors, in this City shall:
(1) Be sold only in sealed packages.
(2) Not be sold for consumption on the premises where sold.
(3) Be manufactured only by persons having a State license and under the provisions of the State.
(4) Not be consumed or sold for consumption in a public place.
(b) Provisions of this section shall not apply to private clubs licensed by the State.
