Any person working at or engaged in the barber trade or as a cosmetologist (beautician) shall obtain from the Recorder a certificate of registration for such purpose, which certificate shall cost the sum of five dollars ($5.00). No license shall be issued until the applicant has exhibited to the Recorder their State Barber's or Beautician license and Health Certificate.
