The Recorder, with the consent of the Mayor, shall have the authority to adjust, with fairness to all concerned, all bona fide matters of controversy between licensees or applicants for licenses and permits and the City, and to adjust all matters of minor detail which may from time to time arise; but nothing in this section shall be construed as authority to sanction intentional violations of this article, or to waive any required license or permit.
