Any person engaging in or prosecuting any business contrary to the provisions of this article, whether without obtaining a Municipal license before commencing the business or by continuing the conduct of business after the termination of the effective period of any such Municipal license may, in addition to paying the prescribed license fee or tax shall also pay a late fee of ten percent (10%) of the regular fee for each month or fraction of a month during which he has been in default of such payment. The Recorder shall collect the full amount of the license fee or tax and the penalty imposed, except that the license certificate shall state separately thereon the amount paid as a regular fee and the amount paid as a late fee.
