(a) Every license issued under the provisions of this article shall confer a personal privilege only to transact the business which is the subject of the license and it shall not be exercised except by the persons holding the business and license. The license shall not be assignable nor transferable.
(b) Changes in the name of the person, location, address, ownership, or in real parties of interest shall be considered a cessation of the business and a new license required. Changes of partners, members of firms, or offices of a corporation shall not require a new license.
