All returns and tax statements made by Municipal taxpayers shall be regarded as confidential. The Recorder, his agents and employees and former Recorders, agents and employees, shall not divulge any facts or information obtained in the administration of this article, excepting judicial orders or acts required by the proper administration of this article.
