751.01 CONDITIONS PRECEDENT TO DOING BUSINESS.
   Whenever a business of which a State license is required, is to be done within the corporate limits of this Municipality, Council shall have the power and authority, to require a Municipal license thereof; and for the use of this Municipality, to impose a reasonable tax thereon which may not exceed the amount of the State license tax. Upon proper application for a Municipal license and the payment of the tax by anyone who has a valid and subsisting State license, the Municipal license shall be issued. Payment in full of the proper tax or fee as required by this article, the issuance of a Municipal license certificate, and the fulfillment of all terms and conditions of such grant shall be conditions precedent to the transaction of any business, activity, trade, profession, or employment for which a Municipal license is required.
