(a) Any individual, group or organization desiring to canvass, solicit, beg, ask or importune any other person for funds or contributions within the Municipality, shall first apply, in person or by written request, to Council for a permit to conduct such solicitations . Such request shall state the nature of the solicitation, the purpose thereof, and the dates the solicitation will be conducted.
(b) Council shall hear any such requests at any regularly scheduled Council meeting and approve the same when such requests, in the opinion of Council, appear to be reasonable and proper.
(c) Approval of such requests shall be by a majority vote of all Councilmen present.
(d) After Council has authorized the issuance of a permit, it shall be issued by the Recorder.
