(a) No individual, group, or organization shall canvass, solicit, beg, ask, or importune any person for funds or contributions door to door within the Municipality, without a permit issued by the Recorder. The following charitable organizations shall not be required to obtain a solicitation permit:
(1) Activities of educational institutions;
(2) Local youth athletic organizations;
(3) Boy Scouts and Girl Scouts.
(b) No solicitation will be permitted on Sundays and legal holidays. Solicitation will be permitted between the hours of 9:00 a.m. and 6:00 p.m. No one under 12 years of age may solicit unless accompanied by an adult, 21 years of age or older. Each person shall wear identification. Solicitation will be permitted on a weekly basis not to exceed two consecutive weeks nor more than 36 days of solicitation per year.
