(a) Council may, on written application, designate zones in front of churches, banks, theaters and public utility or other public buildings in which zones parking may be restricted for a limited period of time during hours and on days designated by Council.
(b) Such churches, banks, theaters, public utility or other public buildings shall place signs at such designated zones not more than one hour before the designated hour and shall remove the signs at the end of the period.
(c) Such signs shall be provided and maintained at the expense of such churches, banks, theaters, public utility or other public buildings and shall meet with the approval of the Mayor.

(d) With the adoption of this section on Second Reading, Council shall allow two sided parking on S. Third Avenue from Main Street to Park Street for the church on Sundays only between the hours of 10:00 a.m. and 12:00 Noon. At the Adoption of this section, the Church was the Church of God, but this section will continue to apply to whatever the church name may be. The address for this church is 133 S. Third Avenue, Paden City, WV.
