(d) Concerned citizens may petition, in writing, Council to permit two side parking on a street if the street has a width of twenty-six feet or more or to designate one side of the street as permanent one side parking. Council will entertain one petition per year for each street and the petition must be signed by sixty percent of the residents on such street.
