In accordance with Chapter 7, Article 12, Section 1 to 16 of the West Virginia Code as Amended, there is hereby created and established a public agency to be known as the Paden City Development Authority, hereinafter referred to as Authority.
The Paden City Development Authority shall have the exclusive right to exercise its powers granted pursuant to this article within the boundaries of the Town of Paden City, West Virginia.
