Pursuant to the provisions of West Virginia, Article 30-29, all law-enforcement officers shall, before attendance at a law-enforcement officers training academy, be required to enter into a written agreement with the Municipality, which agreement shall require and specify that if such employee should voluntarily discontinue employment with the Municipality within one year immediately following completion of such training curriculum, such employee shall be obligated to pay the Municipality the pro rata portion of the sum of such compensation which is equal to that part of such year which the employee has chosen not to remain in the employment of the Municipality.
