(a) After appointment, the members of the Board of Park Commissioners shall qualify by taking and filing with the Recorder the oath prescribed by law for public officials, and they shall not be permitted to serve upon such Board until they have so qualified. If any member of the Board shall fail to so qualify within a reasonable period of time after his appointment, the other qualified members of the Board may declare his position vacant and appoint a successor as herein provided.
(b) The Board shall meet on the third Monday in each month. The Mayor shall be ex officio chairperson on the Board. The Recorder may be ex officio secretary of the Board, if the Board so desires, and as such clerk, ex officio, shall keep an accurate record of all the fiscal affairs of the Board and shall keep a minute book in which she shall provide the proceedings and transactions of each meeting of the Board. The Recorder shall also be ex officio treasurer of the Board at the Board’s request, and her official bond as such Recorder shall apply to all of her transactions as such ex officio treasurer thereof. The Mayor and the Recorder shall not receive any extra compensation for their duties on behalf of the Board.
