The Board of Park Commissioners shall consist of not more than nine individuals appointed by the Mayor, two of whom are Council members, a majority of those present at a meeting shall constitute a quorum for the transaction of business. Each member of the Board shall be a bona fide resident of the Municipality. The members of the Board shall serve for terms of three years each, and until their successors have been duly appointed and qualified. Provided, however, that the appointments made under this section shall be at the expiration of the term or terms of the present members with the exception of the six new members whose terms shall commence forthwith, the first two terms ending June 31, 1996, and an additional three terms ending June 31. 1997. Members must be present at meeting to vote and no vote by proxy will be considered. When any member of the Board, during his term of office, shall cease to be a bona fide resident of the City, he shall thereby be disqualified as a member of such Board and his office shall thereupon be vacant.
