147.02 BOARD OF DIRECTORS; TERM; VACANCY.
   A Board of Directors, consisting of five members, to manage and control the public library is hereby provided, each of whom shall be citizens and residents at large of the Municipality, and each of whom shall be eligible to vote for the members of Council at the time of his appointment. Each of such Directors shall hold office for the respective terms of five years from the first day of July, following his appointment, and until his successor is appointed and qualified; provided, that upon their first appointment under this section, one member shall be appointed for one year from the first day of July, 1946, one for two years from such date, one for three years from such date, one for four years from such date, and one for five years from such date, and thereafter all appointments shall be for the aforesaid terms of five years. Vacancies in the Board of Directors shall be immediately reported by the Board to Council and filled by appointment in like manner as aforesaid, and if, in an unexpired term, for the residue of the term only. Council shall have and reserve the right to remove Directors for just cause. No compensation shall be paid or allotted any Director.
