The Sanitary Board shall be composed of the Mayor and two private citizens of the Municipality appointed by Council. During the initial construction period, one of the members must be a registered professional engineer. The engineer member of the Board need not be a resident of the Municipality. No officer or employee of the Municipality shall be eligible to appointment on the Board until at least one year after the expiration of the term of his public office.
