The City shall pay compensation to employees, including wages, salaries, benefits, tuition and expenses for the employees’ attendance at the law enforcement training academy. The compensation paid to the employees for attendance at a law enforcement training academy shall not include overtime compensation and shall be at the regular rate to which the employee would be entitled for a workweek of forty hours in regular employment with the agency. All law enforcement officers shall, before attendance at a law enforcement training academy, be required to enter into a written agreement with the City of Paden City which agreement shall require and specify that if such employee should voluntarily discontinue employment with the City within one year immediately following completion of such training curriculum, such employee shall be obligated to pay to the City the pro rata portion of the sum of such compensation which is equal to that part of such year which the employee has chosen not to remain in the employment of the City.
