All applicants for positions on the Police Department shall be not less than eighteen years of age, of sound mind, of good moral character, and shall be required to pass any examinations Council may deem necessary. No person shall be barred from employment with the Police Department because of his race, color, creed, national origin, sex, religion or political conviction.
