In order to protect persons and property within the City, to preserve law and order therein, and to enforce therein the criminal laws of this State and of this Municipality, there is hereby established a Municipal Police Department, hereafter known as the Paden City Police Department. Council shall also provide all necessary equipment needed to maintain such a Police Department.
