131.04 AUTHORITY TO HIRE SPECIAL COUNSEL.

It shall be within the power of the Mayor, subject to authorization of Council to employ an attorney or firm of attorneys to represent and advise the Municipality on legal matters. This action may be taken in lieu of or in addition to the City Attorney.
