121.04 ORDER OF BUSINESS.
   Unless dispensed with by a majority of the members present, Council shall observe the following regular order of business:
   (a)   Call to order by presiding officer.
   (b)   Roll call by the Recorder or Clerk.
   (c)   Reading of minutes of the previous meeting by the Recorder or Clerk and approval or correction.
   (d)   Hearing of grievances of citizens.
   (e)   Communications from the Mayor.
   (f)   Reports from committees, members of Council and other officers.
   (g)   Old business.
   (h)   New business.
   (i)   Adjournment.
