(a) Council shall hold regular meetings at 7:00 p.m., on the first Monday of each month at the City Building.
(b) Special meetings may be called upon by order of the Mayor or upon the request of at least two Council members. Written notice of such special meeting must be provided at least forty-eight hours before the time of such meeting.
