103.22 FORM AND CONTENTS OF BALLOTS.
   (a)   Official ballots shall contain at the left of each column the names of candidates, a prependicular column, and shall be so printed as to leave a square at the left of each name on the ballot.

   (b)   On the first Monday following the close of the candidate filing, beginning at nine o’clock a.m., a drawing by lot shall be conducted in the office of the recorder for the positioning of names on the ballot. Notice of the drawing shall be given on the form for the certificate of announcement, and no further notice shall be required. The recorder shall superintend and conduct the drawing. A candidate or the candidate’s representative may attend the drawing.
   (c)   A candidate who has filed a certificate of announcement and wishes to withdraw and decline to stand as a candidate for the office shall file a signed and notarized statement of withdrawal with the recorder no later than the first Monday following the close of the candidate filing. The name of a candidate who files that statement of withdrawal may not be printed on the ballot. (Ord. 1993-3. Passed 3-24-93.)
   (d)   The whole number of ballots to be printed for the election of Mayor, and for any other elective office and Councilmen, shall be divided by the greatest number of candidates for any one office and the quotient so obtained shall be the number of ballots in each series of ballots to be printed.
   (e)   All ballots used in elections shall be printed on paper conforming as nearly as practicable in weight, texture, and color to the samples furnished by the Secretary of State, and the paper shall be sufficiently thick so that the printing cannot be discernible from the back. On the back of the ballot shall be printed in black ink, and in plain legible, black face pica type, the word “ballot”. Under this designation shall be printed two blank lines followed by the words “poll clerks”. (1978 Code Sec. 6-27.)
