(a) Sixty days prior to the date fixed for the Municipal election, the City Recorder shall arrange the names of all the candidates who have filed announcements with him and shall forthwith certify the same under his name and lesser seal of the City, and file the same in his office.
(b) Such certificate of candidates shall show the name and residence of each candidate and the office for which he is a candidate. The City Recorder shall post a duplicate of such certification in a conspicuous place in his office and keep same posted until after the election.
