103.03 PERSONS ENTITLED TO VOTE.
   (a)   The citizens of this Municipality are allowed to vote in any Municipal election, except a person who has not been registered, or who is a minor, or who is of unsound mind, or who has been under conviction of treason, or a felony, or who has not been a resident of this Municipality for more than thirty days. However, a minor shall be allowed to vote in any primary election if he will have reached eighteen years of age by the time of the general election.

   (b)   Only persons who are bona fide residents of the Municipality and are registered to vote as provided by law shall be entitled to vote in any Municipal election, and the provisions of the “Permanent Registration Law”, of West Virginia Code 8-5-13, so far as applicable to municipalities, is hereby adopted to govern any election in the Municipality.
   (c)   The Municipal registration records for the Wetzel/Tyler County precincts which are within the Municipality, as they are kept and maintained by the County Commission of Wetzel/Tyler County, shall be the official registration of voters for any Municipal election, and only those persons so registered shall be eligible to vote.
