103.01 DEFINITIONS.
   (a)   The provisions of this article shall apply to every general, primary or special election.
   (b)   Unless the context clearly requires a different meaning, as hereby used:
      (1)   “Voter” means any person who possesses the statutory and constitutional qualifications for voting.
      (2)   “Election” means the procedure whereby the voters of the Municipality elect persons to fill public offices, or elect members of a constitutional convention or vote on public questions.
      (3)   “Any election” or “all election” includes any primary, general or special election held in this State or any of its subdivisions.
      (4)   “Office” means “public office” which shall include any elective office provided for by this Municipality to which a salary or other compensation attaches.
      (5)   “Candidate” means any person to be voted for at an election.
      (6)   “Public question” means any issue or proposition now or hereafter required by the governing body of this Municipality for decisions at elections.
      (7)   “Minor” means a person who has not become eighteen years of age.
