SEC. 16-131. RETAIL CANNABIS USES.
   Retail cannabis uses may be permitted in the C-1 zone, provided that the owner has first obtained a commercial cannabis business permit pursuant to article XVII, chapter 11 of the Oxnard city code and a special use permit. Commercial cannabis businesses not specifically authorized by this section are prohibited in the C-1 zone.
