SEC. 16-136. RELATED USES.
   (A)   The following uses are permitted only on approval of a special use permit:
      (1)   The related uses permitted in the C-O and C-1 zones;
      (2)   The permitted and related uses in the R-3 zone; and Multifamily Residential uses up to 30 dwelling units per acre in the AHD additive zone as provided in section 16-420;
      (3)   Bar or cocktail lounge or restaurant serving alcoholic beverages;
      (4)   Commercial condominiums as provided in section 16-395;
      (5)   Commercial recreational uses, including but not limited to a skating rink, bowling alley, miniature golf, kiddie ride, amusement center, driving range and sports auditorium;
      (6)   Community care facilities serving more than six persons; except that such facilities shall not be permitted in the airport hazard overlay zone;
      (7)   Congregate living health facilities of more than 15 beds; except that such facilities shall not be permitted in the airport hazard overlay zone;
      (8)   Convenience stores or mini-markets which may both serve packaged alcoholic beverages and dispense gasoline;
      (9)   Drive-in and drive-through establishments, including drive-in restaurant, drive-through or mechanical car wash and film processing booth;
      (10)   Emergency shelters, permanent, except that such facilities shall not be permitted in the airport hazard overlay zone;
      (11)   Farmworker housing, except that such facilities shall not be permitted in the airport hazard overlay zone;
      (12)   Firearm and ammunition sales;
      (13)   Mobile home sales area provided that no repair or reconditioning is permitted;
      (14)   Motor vehicle repair including tune-up, carburetor shop, transmission and radiator repair, electrical specialty, front end alignment, top and upholstery shop, wheel balancing and the installation of brakes, mufflers and tires, provided that all repair activity and storage of materials takes place within an enclosed building;
      (15)   New and used vehicle sales, including truck sales and incidental automotive service and repair;
      (16)   Nonaccessory sign;
      (17)   Pawnshops;
      (18)   Recreational vehicle park not including vehicle storage or trailers over 30 feet in length;
      (19)   Resort-vacation timeshare uses subject to R-3 zone development standards;
      (20)   Sale of alcoholic beverages for consumption off-site;
      (21)   Service stations except that sales of alcoholic beverages in connection with such use shall be prohibited;
      (22)   Small animal veterinary hospitals serving common household pets, provided that no outdoor kennels are permitted;
      (23)   Supportive housing, except that such facilities shall not be permitted in the airport hazard overlay zone;
      (24)   Swap meet, provided that the use is carried out in a building of at least 10,000 square feet, there is no outdoor display of merchandise unless allowed by a temporary use permit pursuant to section 16-476, and there are no signs on the exterior of the building identifying individual vendors;
      (25)   Transitional housing, except that such facilities shall not be permitted in the airport hazard overlay zone; and
      (26)   Retail cannabis uses, provided that the owner has first obtained a commercial cannabis business permit pursuant to article XVII, chapter 11 of the Oxnard city code.
   (B)   The special use permit shall be granted as provided in sections 16-530 through 16-553.
