Retail commercial uses shall not be permitted except that where a special use permit application has been filed for a multi-story structure as required in section 16-108, the special use permit approval body may approve retail uses, such as restaurants and coffee shops, and personal services, such as barbershops, intended primarily to serve the occupants of the building.
