It shall be unlawful to permit any person who has not reached the age of fourteen (14) years to attend or to remain at any public dance unless such person is accompanied by the parents, guardian, or other responsible person having proper custody of said minor. It shall be unlawful for any person to falsely represent himself or herself to be the parent, guardian or other person having proper custody of such minor in order that said minor may attend or remain at any public dance.
