All installation work and activities for right-of-way user facilities in the city right-of-way shall be in accordance with the installation permit issued by the city. Any work done that is not in accordance with an applicable installation permit shall be a violation of this section by the right-of-way user; and, failure to do work required by an installation permit shalt be a violation by the right-of-way user, regardless of involvement of agents, or contractors, of the right-of-way user.
