If any firefighter refuses or neglects to attend any fire without submitting an excuse as shall be sufficient and satisfactory to the company, or shall neglect or refuse to do his duty as firefighter, or obey the orders of the chief or his proper commanding officer, or shall leave his post of duty while at a fire without the permission of the chief, he shall be subject to expulsion from the fire department.
