§ 32.350 COMMUNITY DEVELOPMENT ACTION PLAN.
   (A)   The town hereby creates a Town Community Development Action Plan Agency, commonly known as “C.D.A.P.” Agency which is hereafter referred to as the “Agency.”
   (B)   The Agency shall consists of seven electors who shall serve for a period of two years, and who are to be appointed by the Board of Selectmen of the town, provided, however, that not more than five of the members shall be members of the same political party.
   (C)   Vacancies on the Agency shall be filled for the unexpired term by the Board of Selectmen, subject to approval of the legislative body. Members of the Agency and/or their replacements shall serve without compensation but may be reimbursed for any necessary expenses incurred by them in the performance of their duties.
   (D)   Action by the Agency shall be taken only upon a majority vote of all the members of the Agency.
   (E)   Following their appointment, the Agency shall elect from among its members, a Chairperson, a Vice Chairperson, a Secretary and a Treasurer, and it shall keep a permanent and public record of its activities.
   (F)   The Agency shall have the authority given to it and specified under the terms of Public Act No. 522 of the 1967 regular session of the Connecticut General Assembly, as amended, which authority shall include, but not be limited to, the power and the right to secure and accept grants, conveyances, loans or financial assistance from the federal, state or local government or any other source.
   (G)   The passage of a Community Development Action Plan Agency, (C.D.A.P) Agency, by the town in accordance with the provisions of Public Act No. 522, as amended, and specifically under § 9 of the Act, and applicable procedures of the Department of Community Affairs is hereby authorized.
   (H)   The Chairperson of the Town Community Development Action Plan Agency is hereby authorized to sign any documents required or necessary in connection with the creation and operation of the Community Development Action Plan, with authorization shall include, but not be limited to, the application for financial assistance and/or any assistance agreement offered by the state.
