(A) The Park and Recreation Commission is hereby authorized to accept gifts in the form of labor and/or monies for Park and Recreation use in behalf of the town.
(B) (1) The Park and Recreation Commission is authorized to expend monies received as gifts for special recreated purposes up to a maximum of $5,000 and to keep adequate accounting of all monies received and expended for auditing purposes.
(2) All expenditures shall be approved and authorized by a majority vote of the total Commission membership (five members of a nine-member Commission).
