(A) The Public Library Board is hereby authorized to accept gifts in the form of labor and or monies, services and materials for the purpose of construction or renovation of a building as a library in behalf of the town.
(B) Any monies received shall be so recorded and promptly surrendered to the Town Treasurer and deposited in a Capital Non-Recurring Fund Account for Public Library construction or renovation.
(C) Town meeting approval will be necessary prior to the expenditure of the funds for plans, building construction or renovation purposes.
