The town acting pursuant to Conn. Gen. Stat. § 8-128, as amended, and pursuant to a resolution duly passed by the Board of Selectmen on July 19, 1973, hereby finds that there is a shortage of safe or sanitary dwelling accommodations in the municipality available to families of moderate income and elderly persons at rentals they can afford and therefore resolves and declares that there is a need for a Housing Authority in the town and hereby creates an agency to be known as the Town Housing Authority whose membership, powers and duties shall be determined in accordance with the provisions of Conn. Gen. Stat. Title 8, Chapter 128, as amended.
