353.01 DEFINITIONS.
   The following words and phrases, when used in this chapter, shall have the meanings respectively ascribed to them:
   (a)   “Multi-space meter” means a device installed by the City for acceptance of required parking fees for multiple parking spaces. A multi-space meter may control multiple parking spaces on-street (curbside, parallel, angled or head-in) and off-street (parking lots or garages). Use of a multi-space meter may require a patron to display a receipt on the dashboard of a vehicle, or may require a patron to enter a space number in conjunction with making payment. Multi-space meters may accept one or more of the following payment options: lawful coins of the United States, tokens, cash, credit cards, smart cards or other stored value cards. At all times, payment is required in advance at any multi-space parking meter.
   (b)   “Multi-space meter space” means any parking space, designated or not, in the vicinity of which a posted sign states the requirement for payment at a multi-space meter. Multi-space meter spaces need not be adjacent to a multi-space meter, but shall be in relative close proximity to the parking space.
   (c)   “Parking meter zone” means any designated parking area in which the City meters parking.
   (d)   “Single-space meter” means a device installed by the City for acceptance of required parking fees for a single parking space. Each single-space meter shall contain a slot for the deposit of lawful coins of the United States and a receptacle for receiving and storing such coins. Each single-space meter shall display brief directions as to its operation and the value of lawful coin required to be deposited.
Each single-space meter shall contain a timing mechanism which shall indicate either a balance of legal parking time or overtime parking by an appropriate signal at the expiration of such lawful time. At all times, payment is required in advance at any single-space meter.
   (e)   “Single-space meter space” means a space within a single-space meter area, which is designated for the parking of a single vehicle by marked lines on the curb or a paved surface area adjacent to a single-space meter. Posted notice on the meter or on signs shall indicate the maximum consecutive parking time limit during which a vehicle may be legally parked in a particular single-space meter space and the days and hours when the requirement to deposit lawful coin shall apply.
