351.19 PARKING OF MOTOR VEHICLES, COMMERCIAL VEHICLES, TRACTOR TRAILERS, TRUCKS, BUSES AND CONSTRUCTION EQUIPMENT ON STREETS IN RESIDENTIAL AREAS.
   (a)   Residential areas are defined for purposes of this section as R-1 through R-5 zoning districts and the C-3 zoning district.
   (b)   No person shall stand or park a tractor-trailer or semi-trailer on any street in a residential area for any period longer than two hours, except that the driver of a tractor-trailer or semi-trailer may temporarily stand or park in a residential area for the purpose of and while actually engaged in loading or unloading such vehicle
   (c)   No person shall stand or park a commercial vehicle, truck or bus with a gross vehicle weight rating of 26,001 pounds or more on a street in a residential area for a period of two hours or longer except that the driver may temporarily stand or park on a street for the purposes of and while actually engaged in loading or unloading such vehicle, or for attended construction vehicles during normal working hours only. A courtesy notice may be left on the vehicle, but is not required.
   (d)   No person or business shall park any nonlicensed construction equipment on a street in a residential area for any period longer than seventy-two hours, provided the equipment is actively being used for a construction project at that location and is parked in a safe manner not creating traffic hazard.
