351.06 SELLING, WASHING OR REPAIRING VEHICLE UPON ROADWAYOR ON PRIVATE PROPERTY OPEN TO PUBLIC TRAVEL.
   (a)   No person shall park upon a roadway any vehicle displayed for sale, or operate or park on any roadway any vehicle for the primary purpose of displaying advertising.
   (b)   No owner or operator shall park a vehicle displayed for sale or a vehicle displayed for the primary purpose of advertising upon private property open to public travel and fail to remain personally on the same premises as the parked vehicle without first obtaining written permission from the private property owner and without displaying said written permission on the vehicle. For the purposes of this section, if an above-described vehicle is parked upon the premises of a vacant, or abandoned business or building, or upon the premises of a business outside of the normal operating hours of that business, and if, after reasonable observation of the immediate area surrounding the vehicle its owner or operator is not observed, it shall be presumed that the owner or operator of the vehicle has failed to remain on the premises.
   (c)   Upon any roadway no person shall repair, wash, polish or clean any vehicle, or park any vehicle for the purpose of so doing. This section shall not be construed to prohibit the making of such necessary emergency repairs as will permit a vehicle to proceed.
